Replaces terminology "drug abuse" and "alcoholism" with "substance use disorder" throughout North Dakota Century Code sections relating to minors, treatment programs, and health services.

Renames "division of mental health services" to "behavioral health division" in multiple code sections governing health service administration and delivery systems.

Changes section 50-06-06.5 title from "chronically mentally ill individuals" to "individuals with serious mental illness" to update descriptive language.

Designates the behavioral health division of the Department of Human Services as the state opioid treatment authority, replacing previous reference to "division of mental health and substance abuse services."

Allows minors age 14 and older to contract for examination, care, or treatment for sexually transmitted diseases, substance use disorders, and related conditions without parental consent.
