Amends North Dakota Century Code section 50-24.6-04 to establish different prior authorization rules for medication classes based on age groups.

For individuals 21 years and older, prohibits prior authorization for antipsychotics, antidepressants, anticonvulsants, antiretrovirals (HIV treatment), antineoplastic agents (cancer treatment), and stimulant medications (ADHD treatment), except for quantity limits or when generic drugs cost less than brand name equivalents.

For individuals under 21 years old, prohibits prior authorization for the same medication classes except stimulant medications for ADHD, with the same cost-based exceptions allowed.

Removes prior authorization restrictions for individuals under 21 with five or more concurrent psychotropic medication prescriptions, allowing them to exceed limits after a prescriber consults with a board-certified pediatric psychiatrist approved by the department.

Requires prior authorization for individuals under 21 years old when prescriptions exceed five concurrent medications from specified classes (antipsychotics, antidepressants, anticonvulsants, benzodiazepines, mood stabilizers, sedatives, hypnotics, or ADHD medications), with approval granted after pediatric psychiatrist consultation.
