Amends section 60-02.1-28 of the North Dakota Century Code to define grain buyer licensee insolvency as refusing, neglecting, or being unable to make payment for grain or redelivery upon proper written demand, including electronic communication.

Prohibits grain buyers from assessing receiving or redelivery fees on grain redelivered during suspension, after revocation, or when the owner takes redelivery because the licensee cannot pay.

Amends section 60-04-02 to define warehouseman licensee insolvency as refusing, neglecting, or being unable to make payment for grain purchased or marketed, or to make redelivery or payment for stored grain upon proper written demand, including electronic communication.

Expands the definition of "proper written demand" in both sections to explicitly include electronic communication as a valid method of demand.
