Amends North Dakota Century Code sections governing public warehouse and grain buyer licensing to clarify bond requirements, insolvency procedures, and receipt holder protections.

Expands the definition of insolvency to include inability to respond to written demands made through electronic communication, not just traditional written demand.

Repeals sections 60-02-39 and 60-02.1-25 relating to warehouse closure procedures.

Directs the legislative management to study grain sampling and testing practices for deoxynivalenol (DON/vomitoxin), falling numbers, and protein consistency, with findings due to the 66th Legislative Assembly.
