Consolidates the committee on employment of people with disabilities into the state rehabilitation council, aligning with section 105 of the Rehabilitation Act of 1973.

Renames all references to the "committee on employment of people with disabilities" to "state rehabilitation council" throughout North Dakota Century Code sections 39-01-15, 50-06.1-16, 54-07-01.2, and 54-44.3-20.

Transfers fee revenue from mobility-impaired parking certificates and violation fines from the local committee to the state rehabilitation council for competitive and integrated employment opportunities for disabled individuals.

Updates the state rehabilitation council to meet duties under federal law and collaborate on employment outcomes through policy review, best practices identification, interagency coordination, and annual reporting to the governor and legislative management.

Removes the exemption for the director of the committee on employment of people with disabilities from classified state service positions, eliminating former position category 11 in section 54-44.3-20.
