Adds "firefighter" as a new defined category of public employees in the North Dakota public employees retirement system, effective after July 31, 2017, for firefighters employed by political subdivisions.

Firefighters employed after July 31, 2017, must work at least 32 hours per week and at least 20 weeks per year to be eligible, and cannot concurrently participate in any other retirement plan administered by the public employees retirement system.

Establishes normal retirement dates for firefighters at age 55 with at least 3 years of eligible employment, or when combined service credit and age equal 85.

Sets early retirement date for firefighters at age 50 with at least 3 years of eligible employment, with actuarial reductions applied.

Requires firefighters to contribute 4 percent of monthly salary with increases of 0.5 percent in January 2012, 2013, and 2014; employers must contribute an actuarially determined amount to support specified benefit levels.
