Amends section 38-08-04 of the North Dakota Century Code to establish reporting requirements for fluid spills at oil and gas wells and production facilities.

Requires persons controlling or operating wells, pipelines, tanks, treating plants, and other oil and gas facilities to report any leak, spill, or release of fluid to the Industrial Commission.

Exempts spills of less than 10 barrels cumulative over a 15-day period if the fluid remains on site and the well was spud or facility constructed after September 1, 2000.

Requires written violation notices regarding fires, leaks, spills, blowouts, or cleanup failures to be placed in well or facility files and made available for review by the surface owner.

Allows the commission to release spill report information for sites where more than 10 barrels of fluid were released and an oilfield environmental incident report is required by law.
