Amends North Dakota Century Code section 39-04-11 to require number plates on vehicles to clearly display the distinctive number assigned to the vehicle and the state name on the plate.

Permits number plates on motorcycles or trailers to be displayed vertically on the rear of the vehicle, whereas other vehicles must display plates horizontally and upright on front and rear.

Maintains the 12-inch minimum height requirement for the bottom of each number plate above the vehicle's surface level.

Requires number plates to be kept free and clear of mud, ice, or snow to remain clearly visible at all times.

Passed the House by a vote of 80-10 and the Senate by a vote of 44-3 during the 2017 regular session.
