Amends North Dakota Century Code section 15-10-18.4 to add a definition of "stepchild" as a child of the decedent's spouse or predeceased spouse, not of the decedent.

Expands the definition of "survivor" to include stepchildren under age twenty-one who are eligible for free tuition benefits at state institutions of higher education.

Applies the expanded survivor benefits to both firefighters and peace officers killed in the line of duty.

Passed the House 93-0 with 1 absent and the Senate 47-0 with unanimous approval.
