Adds a $100 fine for violations of section 39-21-44.1 (not securely covering loads of soil, sand, rock, rock chips, or gravel) to the list of specific moving violation fees in section 39-06.1-06.

Amends section 39-21-44.1 to require individuals operating vehicles to keep contents from dropping, sifting, leaking, or escaping from the vehicle, with exceptions for sand used for traction and water or substances used for road maintenance.

Requires individuals to securely fasten any load and covering on a vehicle to prevent it from becoming loose, detached, or creating a hazard to other highway users.

Establishes a new requirement that vehicles with registered gross weight exceeding 20,000 pounds hauling soil, sand, rocks, rock chips, or gravel must use a secure cover to keep the load within or on the vehicle, with exemptions for state and political subdivision vehicles.
