Expands the definition of "victim" to include harm resulting from attempted crimes and delinquent acts, and clarifies that family members of minor, incompetent, incapacitated, or deceased persons are included as victims.

Adds new victim rights including the ability to prevent disclosure of confidential or privileged information and receive notification of any requests for identifying information.

Requires victims be allowed to confer with the prosecuting attorney upon request and be informed of investigation status, except where disclosure would unreasonably interfere with the investigation.

Transfers management of the statewide automated victim information and notification system from the information technology department to the office of the attorney general, and adds text message as a notification method.

Requires the attorney general to develop and distribute a victim's rights card to all crime victims containing rights provided in chapter 12.1-34 and article I, section 25 of the North Dakota Constitution.
