Amends gross sexual imposition law to make it a class AA felony with life imprisonment without parole when the victim dies from injuries sustained during the offense, unless the defendant was a juvenile at the time of the offense.

Creates a new sentencing reduction process for defendants convicted as adults for offenses committed before age 18, allowing courts to reduce imprisonment terms after the defendant has served at least 20 years.

Requires courts considering sentence reduction to evaluate multiple factors including the defendant's age, rehabilitation, maturity, family circumstances, history of abuse or trauma, and the diminished culpability of juveniles compared to adults.

Mandates that any defendant whose sentence is reduced must serve at least five years of supervised release following release from imprisonment.

Allows defendants to file a second motion for sentence reduction no earlier than five years after the initial motion, and a final motion no earlier than five years after the second motion is filed.
