Amends section 52-04-22 of the North Dakota Century Code to modify the federal advance interest repayment fund, which collects assessments, interest on delinquent contributions, and penalties from unemployment compensation law.

Authorizes fund use for principal and interest costs on acquisition and renovation of Job Service North Dakota office facilities in Grand Forks and Bismarck, building lease costs, repair and renovation of owned facilities, state fleet vehicle replacement rates, and re-employment programs.

Permits fund use to administer the unemployment insurance program and pay Job Service North Dakota expenses not covered by federal grants or state general funds.

Requires the fund to maintain a minimum balance calculated annually by multiplying average calendar year benefits paid over the preceding five completed calendar years by one percent, with balance only dropping below minimum if payment is required for interest on federal advances.

Establishes a continuing appropriation for all specified fund uses without requiring annual legislative appropriation.
