Creates new section 32-03.2-02.2 providing liability exemption for motor vehicle drivers who, while exercising reasonable care, cause injury or death to individuals intentionally obstructing vehicular traffic on public roads, streets, or highways.

Amends section 39-10-33 to add new subsection 5 stating that drivers who unintentionally cause injury or death to individuals intentionally obstructing traffic are not guilty of an offense.

Maintains existing pedestrian regulations requiring use of sidewalks where available and practicable, walking on shoulders or road edges where sidewalks are unavailable, and yielding right of way to vehicles on roadways.
