Lowers the minimum age for apprentice hunter validation from sixteen to twelve years old, allowing younger individuals to hunt small game and deer without a hunter safety certificate if accompanied by a licensed adult hunter.

Restricts apprentice hunter validation to only one license year in a lifetime and requires apprentice hunters to obtain all required licenses and stamps.

Expands youth deer hunting eligibility to include individuals whose eleventh, twelfth, or thirteenth birthday occurs in the same year as the youth deer hunting season, allowing them to receive a statewide white-tailed antlerless deer permit.

Repeals section 20.1-04-05 of the North Dakota Century Code relating to bald eagle protection.
