Expands the definition of "relative" in North Dakota adoption law to include first cousins, in addition to siblings, step-siblings, uncles, aunts, and grandparents.

Requires child-placing agencies to file adoption reports with the court and serve copies to birth parents, identified adoptive parents, guardians ad litem, and the Department of Human Services at least seven days before hearings.

Establishes enhanced reporting requirements when the identified adoptive parent is a relative of the child, including criminal history assessments, three notarized character statements from adult witnesses, and medical and social histories.

Directs the Legislative Management to study adoption processes and procedures during the 2017-18 interim, comparing identified versus unidentified adoptions regarding expenses, duration, and state tax credits.

Requires Legislative Management to report findings and recommendations to the 66th Legislative Assembly regarding adoption-related legislation.
