Creates new section 20.1-11-14 of the North Dakota Century Code authorizing the director to seize tangible property presumed abandoned on state game refuges, leased or managed real property, and state game or fish management areas.

Allows the director to dispose of seized, unclaimed property or order it turned over to the North Dakota Wildlife Federation for sale after 90 days of seizure.

Requires sale proceeds, after deduction of seizure and sale expenses, be remitted to the North Dakota Wildlife Federation Report All Poachers Fund.

Mandates a report of the sale with proper vouchers documenting all expense deductions be filed with the director for record.

Declares the act an emergency measure.
