Creates a cardiac ready community grant program within the North Dakota Department of Health to support bystander, emergency responder, and community partnerships for cardiac and stroke emergency response and risk reduction programs throughout the state.

Establishes an advisory committee with representatives from the department, cardiac ready community members, emergency medical services association, American Heart Association, cardiac and stroke task forces, emergency services advisory committee, survivor advocates, and the state EMS and trauma medical director.

Authorizes the Department of Health to award competitive grants based on criteria established by the advisory committee and to procure vendor rates and equipment to be granted to community programs.

Permits the Department of Health to accept gifts, grants, and donations (conditional or unconditional) and allows grantees to contract with public or private entities to obtain matching funds.

Provides a continuing appropriation of all moneys received as gifts, grants, or donations to the department's operations fund for purposes of funding the grant program.
