• Establishes that if designated mobility-impaired parking spaces are occupied or unavailable, vehicles displaying mobility-impaired certificates or license plates may park at an angle and occupy two standard parking spaces.

• Creates a $100 nonmoving violation fee for unauthorized use of mobility-impaired parking spaces, with 50% of collected fees appropriated to local committees on persons with disabilities for job opportunity development.

• Authorizes the department to issue mobility-impaired parking permits to care providers licensed by the state, veterans-related organizations, and other entities that regularly transport mobility-impaired individuals.
