Creates chapter 9-15.2 of the North Dakota Century Code establishing the Revised Uniform Athlete Agents Act, which requires individuals acting as athlete agents to register with the Secretary of State.

Defines athlete agents and establishes registration requirements including background checks, disclosure of criminal history, civil proceedings within 15 years, bankruptcy history within 10 years, and professional disciplinary actions.

Requires athlete agents to provide written agency contracts containing specific disclosures, a 14-day cancellation period for student-athletes, and mandatory notice to educational institutions within 72 hours of contract signing.

Prohibits athlete agents from giving false information, providing anything of value to athletes before contract signing, initiating contact with unregistered status, or predating/postdating contracts; violations are class A misdemeanors.

Repeals chapter 9-15.1 (the prior Uniform Athlete Agents Act) and establishes civil penalties up to $50,000 and allows educational institutions and student-athletes to recover damages from violating agents.
