Amends aircraft registration requirements in North Dakota Century Code sections 2-05-11 and 2-05-11.3 to establish annual registration fees based on gross weight, ranging from $15.00 for aircraft 0-500 pounds to $3,000.00 for aircraft over 100,001 pounds.

Requires registration with the aeronautics commission for any aircraft or ultralight vehicle operating within the state for more than thirty days each calendar year.

Establishes a ten percent annual fee reduction for each year after initial registration until fees reach fifty percent of the original registration fee, with that reduced amount becoming the permanent annual fee thereafter.

Provides that aircraft becoming based in the state after June 30th of a calendar year pay one-half the annual registration fee.

Increases the permanent registration fee from $85 to $125 and requires all registration fees to be deposited in the aeronautics commission special fund.
