Requires the Department of Transportation to maintain a permanent website where interested persons can enter a vehicle identification number to verify if a manufactured home has been converted to real property and confirm the department retired the manufacturer's certificate of origin or title.

Defines a manufactured home as permanently affixed to real property when it is anchored to a permanent foundation, constructed to applicable state and local building codes and manufacturer's specifications, and connected to residential utilities such as water, gas, electricity, or sewer or septic service.

Upon satisfying affixation requirements, a manufactured home becomes real property and mortgages, deeds of trust, liens, and security interests attach as if the home were built from ordinary materials on-site, effective as of the recording date.

Requires manufactured home title transfers to be conducted by deed or other conveyance effective for real property transfers, with the Department of Transportation having no further authority or jurisdiction over the conveyance or encumbrance.

Establishes that an affidavit of affixation alone cannot convey, encumber, or change a manufactured home's character to real property, and any agreement to waive these requirements is void as contrary to public policy.
