Amends section 52-06-05 of the North Dakota Century Code to establish a flat maximum of 16 times the weekly benefit amount for all eligible unemployment insurance claimants, replacing the previous variable benefit structure.

Requires claimants to have a ratio of total base-period wages to highest quarter base-period wages of at least 150 percent to qualify for benefits.

Maintains a wage ratio table that determines weekly benefit multipliers ranging from 12 to 26 times the weekly benefit amount based on the claimant's wage ratio.

Applies to unemployment insurance benefit applications made and benefit years beginning after December 31, 2017.
