House Bill No. 1233 Summary

• Expands exemptions from firearm possession restrictions at public gatherings to include district courtmagistrate judges, judicial referees, and staff members of the office of attorney general, in addition to existing exemptions for state, federal, or municipal court judges and retired law enforcement officers.

• Requires retired North Dakota law enforcement officers claiming exemption to maintain the same level of firearms proficiency as required by the peace officer standards and training board, with local law enforcement agencies issuing certificates of compliance to those who are proficient.

• Allows holders of a valid class 2 firearm license to apply for upgrade to a class 1 firearm license within five years of issuance upon successful completion of requirements.

• Permits holders of a valid class 1 firearm license to request conversion to a class 2 firearm license before expiration of the class 1 license.

• Directs legislative management to study firearms and weapons law provisions during the 2017-18 interim to eliminate irrelevant or duplicative provisions, clarify inconsistencies, and reorganize provisions logically, with findings and recommendations due to the sixty-sixth legislative assembly.
