Creates section 16.1-08.1-03.15 of the North Dakota Century Code to prohibit foreign nationals from making or offering to make direct or indirect contributions or expenditures in connection with any election.

Prohibits candidates, candidate committees, political parties, and other persons from soliciting, accepting, or receiving direct or indirect contributions from foreign nationals.

Defines "foreign national" as foreign governments, foreign political parties, foreign corporations or organizations with principal place of business in a foreign country, individuals with foreign citizenship, and individuals who are not U.S. citizens or nationals and not admitted lawfully for permanent residence.
