Amends North Dakota Century Code section 29-04-03.1 to modify statutes of limitations for prosecution of sexual abuse of minors (sections 12.1-20-03 through 12.1-20-08 and 12.1-20-11).

Establishes a 10-year statute of limitations from the date of offense, or 3 years from when the offense is reported to law enforcement if the victim fails to report within the initial 10-year period.

Extends prosecution deadline to 3 years after a suspect is conclusively identified through DNA testing or fingerprint authentication, even if the original statute of limitations has expired.

Applies to cases where DNA or fingerprint evidence was obtained at the time of the offense and leads to identification after the standard limitation period expires.

Passed with overwhelming bipartisan support: 89-0 in the House and 46-0 in the Senate.
