Amends North Dakota Century Code Section 4-41-02 to regulate the licensure and oversight of industrial hemp cultivation and processing for commercial purposes or research.

Requires applicants to submit statewide and nationwide criminal history record checks, with costs borne by the applicant; persons with prior criminal convictions may be denied licensure.

Mandates licensees file documentation that seeds contain no more than 0.3% tetrahydrocannabinol and notify the commissioner of all hemp sales and distributions.

Establishes a fee structure of $150 plus $25 per acre (minimum $150 per applicant) to fund monitoring and testing of industrial hemp; fees are deposited in the commissioner's operating fund.

Provides continuing appropriation of collected fees to the agriculture department for enforcement purposes and declares the act an emergency measure.
