Adds a new ground for the legislative management's administrative rules committee to void administrative rules if they impose a fiscal impact exceeding $500,000 on the oil and gas industry.

Requires the industrial commission to obtain specific majority approval of estimated fiscal impacts before adopting or implementing any rules on the oil and gas industry that would exceed $500,000.

Amends North Dakota Century Code sections 28-32-18 and 54-17-05 to establish the $500,000 fiscal impact threshold as a reviewable standard for oil and gas industry regulations.
