Requires water resource boards to obtain approval from the board of county commissioners before exercising quick take eminent domain authority to condemn property in the county.

Establishes procedures for quick take eminent domain when acquiring rights of way for projects funded by federal or state appropriations directly to the district.

Allows water resource districts to make written offers to purchase rights of way and deposit the amount with the district court clerk, then take immediate possession under North Dakota Constitution Article I, Section 16.

Grants property owners thirty days after notice of deposit to appeal to district court, with trials conducted under Chapter 32-15 procedures and jury trial available unless waived.
