Creates three new chapters (28-36, 28-37, 28-38) of the North Dakota Century Code to reorganize and consolidate laws governing sale and lease of state lands by the Board of University and School Lands.

Chapter 28-36 covers original grant lands (lands granted to the state by the federal government) including appraisal procedures, sale methods, contract terms, and forest management authority.

Chapter 28-37 governs nongrant lands with provisions for public or private sales, lease rules allowing terms up to five years, and mortgagor repurchase rights within one hour of public sale.

Chapter 28-38 establishes procedures for acquiring school and institutional lands for public purposes (townsites, schools, parks, highways, etc.) through application, appraisal, hearing, and condemnation if necessary.

Repeals chapters 15-06, 15-07, and 15-09 and amends sections 6-09-37 and 54-30-17.1 to update statutory references to the new chapter structure.
