School district boards may jointly initiate voluntary property transfers if each board votes to pursue the transfer, approves the proposed boundary adjustment, and files a compliance document with the county superintendent.

County superintendent must forward documents to the county committee, schedule a public hearing within 60 days, and notify affected property owners by registered mail and newspaper publication at least 14 days before the hearing.

County committee must consider property values, outstanding bonded indebtedness, taxable valuations before and after transfer, district size and boundaries, student enrollment changes, and other relevant factors at the public hearing.

County committee approves or denies the transfer; if approved, records are forwarded to the state board for final approval; if denied, boards may jointly appeal to the state board.

State board may conduct a hearing or, if no opposition was presented at the county committee hearing, review the record and grant final approval without a hearing; approved transfers become effective July 1 following approval.
