Reduces the decision period for a student's school district of residence to respond to a tuition payment or waiver petition from 60 days to 30 days, with deemed approval if no decision is rendered within that timeframe.

Allows parents to petition for either tuition payment by their home district OR a tuition waiver contract with an accepting district, expanding options beyond direct payment.

For high school students (grades 9-12), permits multi-year tuition directives up to completion of high school education; for elementary/middle school students (K-8), limits directives to one school year with option for reapplication.

Requires the superintendent of public instruction to withhold state payments to non-compliant districts until tuition is paid or the tuition waiver contract is signed, as required by the committee's decision.

Clarifies that either the student's home district or the admitting district may provide transportation to the student attending school outside their district of residence.
