Creates a limited large truck primary highway network in North Dakota consisting of US highways 83, 85, 52, 2 and Interstate highways 94 and 29, subject to federal approval for interstate segments.

Establishes an advisory committee chaired by the transportation director with representatives from the greater North Dakota chamber, association of counties, agriculture commissioner, commerce commissioner, highway patrol, motor carriers association, league of cities, and short line railroads.

Authorizes the department of transportation to modify the network through a public involvement process and to establish a request mechanism for commercial entities and residents to propose augmentations based on economic need.

Permits the director to issue permits for trucks with gross weights exceeding 105,500 pounds but not exceeding 129,000 pounds on the designated network, with a monthly fee of $100 or $700 annually.

Preserves all existing truck weight limitations for vehicles weighing up to 105,500 pounds and does not authorize changes to those provisions.
