Extends the expiration date of North Dakota's Medicaid expansion program from July 31, 2017 to July 31, 2019, or until the federal government ends the program, whichever occurs first.

Requires the Department of Human Services to expand medical assistance coverage to individuals under 65 years of age with income below 138% of the federal poverty level based on modified adjusted gross income.

Mandates private carrier contracts include reimbursement methodology transparency for medications, full cost and rebate disclosure, mail order options (but not as sole method), and prior authorization for out-of-state pharmacy services.

Requires applicants and recipients ages 19-20 to receive coverage through traditional medical assistance instead of the expansion program, effective January 1, 2018.

Declares the measure an emergency and makes the law contingent on certification by the executive director of the Department of Human Services if the federal government ends the medical assistance expansion program.
