HB 1264 Summary

• Establishes reciprocity tuition rates for nonresident students: at least 125% of resident tuition for students from eligible Midwestern Higher Education Compact or Western Interstate Commission for Higher Education states; at least 115% for Minnesota students; and at least 200% for all other states.

• Protects students accepted before July 1, 2018, from the new reciprocity tuition rates during their continued enrollment as full-time students at the institution.

• Reorganizes and renumbers provisions in section 15-10-17 regarding the state board of higher education's powers and duties, including authority over tuition setting and purchasing policies.

• Makes technical amendments to sections 54-44.4-11, 54-52.6-02, and 54-65-02 relating to procurement procedures and intellectual property ownership rules.

• Section 2 of the Act becomes effective July 1, 2018.
