Applies to higher education institution research facilities receiving public funding or tax-exempt status, collaborating facilities, and any other facility conducting scientific, testing, educational, or research experiments on dogs or cats.

Requires written agreements between research facilities and accepting animal rescue organizations or shelters to transfer the animal and implement the law's requirements.
