Requires school districts to notify parents of students under 18 before administering reading, mathematics, science, interim, career interest inventory, and summative assessments, and grants parents the right to direct that tests not be administered to their child.

Applies parental opt-out rights to the Measures of Academic Progress test (grades 2-10), career interest inventories (grades 7-10), and grade 11 summative assessments (ACT or WorkKeys assessments).

Maintains existing assessment requirements for public school students while adding a parental notification and directive mechanism to all statutorily mandated tests.

Declares the Act an emergency measure.
