Redefines "government building" to mean a building or portion of a building owned, possessed, used by, or leased to the state of North Dakota or its political subdivisions where access requires passing through weapon-detection equipment staffed by armed security personnel.

Changes the definition of "public gathering" in firearm possession statutes from "publicly owned or operated government building" to simply "government building."

Maintains criminal penalty of class B misdemeanor for knowingly possessing a firearm or dangerous weapon at a public gathering.

Clarifies that the firearm prohibition applies only to government buildings with security screening and armed personnel present, rather than all publicly owned or operated government buildings.
