Amends North Dakota Century Code section 54-01-29.1 to define uplands of the Oahe Reservoir in Emmons and Morton Counties above 1,620 feet elevation as excess lands to the dam's operation

Encourages Congress to pass federal legislation returning those excess lands and mineral rights to North Dakota

Directs the governor to work with the North Dakota congressional delegation and Congress to secure enactment of necessary federal legislation for the land return

Encourages Congress to return lands and mineral rights underlying Lake Oahe to North Dakota as reimbursement for state costs incurred ensuring public safety during protests against oil pipeline placement under the Missouri River
