Each commodity group must submit a report to legislative management before January 1, 2018, detailing organizational structure, staffing, use of state employees, contractors, and hiring practices.

Reports must describe major challenges facing commodity groups, administrative rules and procedures, relationships with producer organizations and commercial endeavors, and processes for determining use of funds.

Reports must include contracts entered into the commodity group involving procurement of goods and services, partnership agreements, grants, and sponsorships, plus historical fiscal year cash flow and revenue trends.

During the 2017-18 interim, the legislative management shall study commodity groups, including review of submitted reports, legislative history, input from commodity groups, growers' associations, agriculture commissioner, attorney general, and office of management and budget.

The legislative management shall review attorney general opinions on commodity groups and may review commodity group structures in other states, then report findings, recommendations, and required legislation to the sixty-sixth legislative assembly.
