Amends North Dakota scholarship requirements to require students maintain a cumulative grade point average of 2.75 and maintain progress toward degree completion to receive awards of $750 per semester or $500 per quarter.

Limits total scholarship awards to $6,000 per student and allows scholarships to be used up to six academic years after high school graduation, including for graduate programs.

Expands scholarship eligibility to include students who graduate from high schools in bordering states under chapter 15.1-29, nonpublic high schools in bordering states while residing with a custodial parent in North Dakota, or complete home education programs supervised under chapter 15.1-23.

Defines "full-time" enrollment as at least 12 credits during first two semesters and at least 15 credits thereafter, with exceptions for students requiring fewer credits to graduate or participating in clinical, practicum, internship, or cooperative programs.

Establishes minimum credit completion requirements to maintain eligibility: 24 credits after disbursement two, 39 after disbursement three, 54 after disbursement four, 69 after disbursement five, 84 after disbursement six, and 99 after disbursement seven.
