Creates a new intermediate class D operator's license for minors at least 15 years old who have completed driver's education, passed the written and vision tests, and accumulated 50 hours of supervised driving in various conditions.

Raises the minimum age for a supervising driver from 18 to 21 years old and requires 3 years of driving experience; extends the instruction permit holding period to 12 months for those under 16 years old before becoming eligible for a class D license.

Establishes restrictions on intermediate class D licenses including prohibition on carrying more than one non-adult passenger (except siblings), no electronic device use while driving, curfew between 9 p.m. and 5 a.m. unless accompanied by a 21-year-old or older adult, and mandatory safety belt use.

Allows upgrade from intermediate class D to full class D license upon completion of 6 months of driving without license cancellation or traffic violations, or upon turning 18 years old.

Increases reinstatement fees from $50 to $100 for certain DUI-related revocations and assigns 4 points for violations of intermediate license restrictions.
