Amends section 23-34-04 to require peer review organizations to report to the North Dakota board of medicine any information indicating probable violations of subdivisions d, e, p, or q of section 43-17-31.

Adds two new grounds for physician disciplinary action: performance of abortion prior to determining if unborn child has detectable heartbeat (subdivision cc) and noncompliance with the physician health program under chapter 43-17.3 (subdivision dd).

Reorganizes and renumbers existing disciplinary grounds from subsections 4, 5, 16, and 17 to subdivisions d, e, p, and q to align with the expanded list of violations.

Maintains existing disciplinary grounds including fraud, false statements, substance abuse, sexual misconduct, inappropriate care, and violations of medical practice acts.

Passed by House vote of 90-0 and Senate vote of 46-0 during the 65th Legislative Assembly regular session.
