Amends definitions in North Dakota's Health Statistics Act (Chapter 23-02.1) to add a new definition of "miscarriage of birth" as the expulsion of a fetus before twenty weeks gestation, either spontaneously or from accident.

Creates a new section allowing the state registrar to issue a certified copy of a fetal loss to individuals who experience a documented miscarriage of birth.

Requires applicants to submit a completed fetal loss request form signed by the mother or father and medical documentation from a hospital, physician, or other medical attendant proving pregnancy and fetal loss.

Renumbers existing definitions in the Health Statistics Act for clarity and organization.
