Creates a new noncriminal trespass offense for entering or remaining on posted property, punishable by a $250 fine per violation with the ability to post bond by mail within 14 days of citation.

Maintains criminal trespass penalties: Class C felony for entering dwellings or highly secured premises, Class A misdemeanor for buildings/structures, and Class B misdemeanor for posted property with actual notice.

Adds new Class B misdemeanor offense for remaining on another's property after being requested to leave, escalating to Class A misdemeanor for second offense within two years.

Modifies disaster and emergency response recovery cost provisions to remove county infrastructure recovery cost reimbursement language and simplifies the application process for state response and recovery cost grants.

Declares the act an emergency measure, with the disaster recovery cost provisions effective in two phases: through June 30, 2017, and after June 30, 2017.
