Counties, cities, and townships are prohibited from contracting with lobbyists to influence legislation, governor actions, or legislative management decisions, except with voter approval or as specifically permitted by law.

Employees, officers, board members, and volunteers of political subdivisions are exempt from the lobbying prohibition, as are individuals invited to provide information to legislative committees.

Lobbyists are prohibited from receiving public funds from political subdivisions for performing lobbying activities, except as specifically permitted by law.

Counties and cities that violate the prohibition or whose voters approve a lobbying contract must forfeit any state-paid property tax relief credits under section 57-20-07.2.

Townships that violate the prohibition must forfeit any state-paid property tax relief credits under section 57-20-07.2.
