Raises the minimum age for purchasing and using tobacco products, electronic smoking devices, and alternative nicotine products from 18 to 19 years of age.

Makes it an infraction for any person to sell, furnish, or procure these products to individuals under 19, and prohibits self-service displays except in tobacco specialty stores and permitted vending machines.

Establishes that individuals under 19 who purchase, possess, or use these products commit a noncriminal offense with a minimum $25 fee for those 14 years or older; individuals may request a hearing within 90 days.

Prohibits vending machine sales of tobacco products except in areas where minors cannot access or in machines requiring a salesperson to control dispensation.

Updates mail and telecommunications sales requirements for tobacco products and electronic smoking/alternative nicotine products to verify purchasers are at least 19 years of age through commercially available databases and require age verification upon delivery.
