Requires notaries to affix their official stamp at the time of performing each notarial act, including verifications, acknowledgments, and other notarial acts.

Establishes procedures for notaries who legally change their name to submit a rider to their surety bond and obtain a certificate of authorization to use a new stamping device before receiving a new commission with their updated name.
