Authorizes a legislative management committee of 5 senators and 6 representatives to study North Dakota's state aid funding formula for elementary and secondary education during the 2017-18 interim.

Committee shall examine how state aid is determined and distributed, analyze its impact, and consider necessary changes to ensure equity, adequacy, and sustainability of the funding formula.

Committee shall also examine elementary and secondary education delivery and administration, including policy and statutory changes needed to address twenty-first century technological advances and global economics.

Committee may create task forces or working groups, with legislative members receiving per diem compensation and all members receiving reimbursement for actual and necessary expenses.

Committee shall report findings, recommendations, and any necessary implementing legislation to the sixty-sixth legislative assembly.
