Requires uniform permit systems to provide public notice of the date, hour, and place for public comment when fee changes are proposed.

Creates a motor carrier electronic permit transaction fund from a $15 additional fee per permit to establish and maintain an online electronic permitting and routing system for oversize and overweight vehicles.

Allows local authorities to change posted road restrictions during inclement weather if they publish changes to their website and a uniform permit system within one hour and erect signage within five days.
